Henry R. Fortmann was born February 28, 1919 in Frederic, Wisconsin. He received his B.S. degree from the University of Wisconsin, his M.S. from Oregon State and Ph.D. from Cornell University. He joined Pennsylvania State University on February 1, 1949. In 1957, Dr. Fortmann was appointed as Assistant Director of the Pennsylvania Agricultural Experimental Station at University Park.
